Artificial intelligence is transforming our society — but what role do we want it to play?
The following report presents the conclusions of the Citizens’ Assembly on AI, a pioneering initiative organized in november 2025 by the EPFL AI Center in collaboration with the Research Hub on Democratic Innovations at the University of Geneva and Demoscan. The project reflects the EPFL AI Center’s broader mission: to produce independent scientific knowledge, support the development of informed and critical citizens, and foster an evidence-based public debate in the face of a technological revolution with far-reaching societal implications.
The result of a rigorous deliberative process, the report draws on a survey of 734 residents of French-speaking Switzerland, as well as the reflections of 40 randomly selected citizens of Romandie representing the diversity of the population. Through 20 concrete proposals, participants outline the foundations of responsible AI governance, centered on privacy protection, transparency, and meaningful human control.
More than a set of recommendations, this report is intended as a compass for policymakers and civil society alike. Its message is clear: AI must remain a “good servant” in the service of people — not a master of our decisions.
